Steve Merrill joined the staff of Office of the Consumer Advocate (OCA) as a Utility Analyst in July 2005. The OCA represents residential utility ratepayers in proceedings before courts, regulatory agencies and the Legislature. At the OCA, Steve applies his knowledge of and experience with utility regulation and business administration and management in researching, investigating, analyzing and developing recommendations on telecommunications and water-utility issues.
Steve has twenty five years of experience in the telecommunications industry. His most recent venture in telecommunications was as a co-founder and Senior Vice President of Engineering and Operations at CityNet Telecommunications, Inc. Prior to CityNet, Steve served as an Assistant Vice President at WinStar Communications, where, among other responsibilities, he negotiated network interconnection agreements and served as WinStar's witness in regulatory proceedings across the United States. Steve also worked as an Applications Engineer with DSC Communications and a Utility Analyst for the New Hampshire Public Utilities Commission's Engineering Division. Beginning his telecommunications career in 1978 as an Outside Plant Engineer with New England Telephone, Steve served in numerous assignments during the next thirteen years to also hold positions of Scheduling Engineer, Cable Repair Supervisor, Assistant Staff Manager Budget Administration, Construction Plans Project Engineer, and, ultimately, Operations Manager.
